Directorate: Finance, ICT and Procurement, Purchasing and Payment Services 
Salary: £28,270 - £30,456 (POA) 
Job Summary: (37 hours weekly) - We are looking to strengthen the Procurement Team and continue to develop best practice procurement across the authority.

Reporting to a Procurement Manager you will deliver the corporate role of providing high quality procurement advice, support and guidance on a range of activities including e-procurement, national and local initiatives, collaboration opportunities, sustainability, contract management and on procurement policies.

Excellent IT, analytical, interpersonal and communication skills are essential. Ideally you will have or be working towards a relevant procurement qualification and have experience of working within a procurement environment.

You will be highly motivated and bring a record of high achievement.

This post is exempt from the Rehabilitation of Offenders Act 1974 and subject to CRB checks

Job Description for Procurement Officer

Reports to: Procurement Manager 
Responsible for:  
Main Purpose: To assist the Procurement Manager to develop, promote and embed effective procurement arrangements across the Council.  
Main Activities: MAIN DUTIES

Work closely with the Procurement Manager to provide an effective and efficient advisory and support service to relevant officers in the rest of the Council on procurement issues.

GENERAL DETAILS

Deputise for the Procurement Manager in their absence.

Support team members.

Plan and prioritise personal workload.

Review performance and develop Improvement Plans to monitor provision of service.

Maintain and develop appropriate management information to support the business.

Provide support to corporate initiatives e.g. IIP, EFQM etc.

TO ASSIST THE PROCUREMENT MANAGER :-

Promote and embed effective procurement arrangements across the Council.

Provide advice and support to relevant managers on procurement related issues.

Ensure that procurement activities are dealt with in an efficient and professional manner.

Attend meetings and contribute as appropriate, to the sharing of knowledge with colleagues.

Support the management of future contract letting profiles.

Communicate with the business community including: SME’s and 3rd Sector enabling them to have appropriate access to the Council’s procurement information.

Work with internal and external stakeholders to develop joined up services in the Councils procurement practices.

Support, provide advice and guidance to officers on the Councils e-procurement initiatives and champion this work throughout the Council.

Support the Councils contract management function, e,g. providing a framework of policy, master tender documentation, procedure and process to manage all future contracts for the provision of goods and services.

Support and provide guidance to Directorates so that they can be responsive in service delivery in a collaborative manner.

Encourage the innovative use of technology e.g. e-procurement and develop best practice across the Council.

Assist in the development of an appropriate performance management framework for procurement (Benchmarking) and to monitor performance against both national and local targets.

To assist in project management and/or participate in specific projects relating to procurement as required.

Support training initiatives pertaining to procurement.

Support the management of the Procurement Toolkit –Good Practice Guide.

Support the development of the Procurement and the Divisions Internet and Intranet sites.

Assist in the collation and management of data in line with EU Procurement Directives (including statistical returns).

Undertake any other duties as required by the Procurement Manager as appropriate to the post.

Ensure that the Councils commitment to equality is reflected in all aspects of the post holders work and procurement activity.

Ensure that duties are undertaken with due regard to and compliance with the Data Protection Act and other related legislation.

Carry out tender exercises as appropriate to support Divisional objectives.

CUSTOMER LIAISON

Review Service Delivery:-

Meet and consult with customers (often senior management level), explaining objectives, support available and promoting the benefits of good procurement practice.

Respond positively to customer requests for service, provide options and suggestions to assist in finding solutions.

ADVISORY RESPONSIBILITIES

Directly – Divisional Purchase Card Development Officers and Administration officers.

ADMINISTRATION

Establish and maintain workable filing systems.

Set standards of discipline and behaviour, lead by example, demonstrate the correct way to deliver a genuine customer responsive service.

Make full use of technology available.

OTHER
Carry out any other duties as directed by senior officers, which are commensurate with the post and grade.

Person Specification for Procurement Officer

Experience: Experience of working in a procurement role is essential.

Proven knowledge of current procurement best practice.

Experience of managing projects, planning, monitoring
programmes of work.

Excellent understanding of computer systems and practical skills in the use of Microsoft packages including Word, Excel and Outlook will be required.
 
Qualifications or Training: Membership of the Chartered Institute of Purchasing and Supply or equivalent procurement qualification or related higher education activities such as Business Studies or general commercial qualifications.

Minimum 5 GCSE’s including Maths and English (or equivalent)
 
Practical Skills: Must have a good understanding of public sector procurement.

Able to analyse information and make recommendations.

Ability to support and facilitate change.

Excellent communicator both written and oral.

Able to plan and prioritise personal workload.

Able to work to targets/deadlines.

Able to liaise with the business community and internal customers.
 
Personal Qualities & Attributes: Strong interpersonal skills and a professional attitude.

Commitment to the provision of a high quality service.

Demonstrate self-motivation and initiative.

Persuasive and methodical approach.

Must be an excellent team player and be flexible in approach to duties.
